The Consumer Product Safety Commission of the United States continues to promote different provisions under the Consumer Product Safety Improvement Act and other laws. The latest developments are summarized as follows:

1. Children's top with drawstring


The Committee suggested that several types of children's clothing jackets with hoods, necks, waists or bottom drawstrings should be listed as major product risks, and the opinions of all circles should be consulted until August 2. It is recommended to cover sizes 2T to 12 children's clothing tops with drawcord at the neck and hood, and sizes 2T to 16 children's clothing tops with drawcord at the waist and bottom.


The Consumer Product Safety Improvement Act empowers the Commission to make regulations prescribing that certain characteristics of any consumer product or category of consumer products may constitute a significant product risk.


2. Portable hair dryer


The Committee also recommended that portable hair dryers that do not meet the anti immersion protection requirements set out in the voluntary standards UL859 or UL1727 be listed as a major product risk, and all sectors of the society can submit their opinions before August 2. The voluntary standard UL859 (Safety Standard for Household Personal Beauty Appliances) came into force in 1991, specifying the anti immersion protection provisions for several types of portable hair dryers and other household appliances. Similarly, UL1727 (Safety Standard for Commercial Personal Beauty Appliances) details the anti immersion protection regulations for beauty appliances used by qualified personnel in commercial institutions such as beauty salons, barbershops or commercial studios.


The Commission estimates that more than 95 per cent of portable hair dryers sold in the United States meet current voluntary standards. In 2009, there were only 3 recycling cases, including 36300 portable hair dryers without immersion protection; As for drawstring children's clothing tops, there were 23 recycling cases involving 526193 products. It is obvious from these figures that the drawstring Children's clothing Tops pose a greater risk than portable hair dryers and deserve more attention from the Committee.


Recommended Regulation on Testing and Labelling Attached to Product Certification


The certification and testing provisions formulated in the Consumer Product Safety Law as amended by the Consumer Product Safety Improvement Law are applicable to all kinds of products subject to the consumer product safety regulations or other similar regulations, prohibitions or standards in the Consumer Product Safety Law, and these products are imported for consumption, warehousing or commercial distribution. In addition, the Consumer Product Safety Act requires manufacturers and their own brands to issue certificates certifying that the above products comply with all applicable regulations, prohibitions, standards or regulations according to product testing or reasonable testing plans. The Consumer Product Safety Law also stipulates the testing requirements for children's products, which are applicable to products regulated by the Children's Product Safety Law. The Consumer Product Safety Law also requires that manufacturers of the above children's products or their own brands must provide sufficient samples to the recognized third party institutions for testing to comply with applicable safety laws and regulations. In addition, the Consumer Product Safety Act also requires the Commission to implement a plan to allow manufacturers or their own brands to label consumer products that meet certification requirements.


Under the above legislation, the Commission has proposed regulations to provide for reasonable testing plans, compliance with legislative requirements and continuous testing of children's products, and has consulted the public on this matter until August 3. The proposed regulations also cover consumer goods that meet certification requirements.

The Commission made a proposal to establish testing conditions and regulations for consumer product parts, so that operators can show that their products (in whole or in part) comply with all applicable regulations, prohibitions, standards and ordinances. These conditions and regulations apply in the following cases:


The supporting reasons for the issuance of a general certificate of conformity or a certificate of conformity for children's products under section 14 (d) (2) of the Consumer Goods Safety Act.


As part of a reasonable testing program under section 14 (a) of the Consumer Product Safety Act.


As part of the continuous testing standards and programs for children's products under Section 14 (d) (2) of the Consumer Product Safety Act. Or comply with any other regulations, prohibitions, standards, guidelines, policies or programmes relating to the testing of consumer goods.
