The Ministry Of Commerce May Adjust Policies To Stabilize Exports Of Textile And Garment Products.
Ministry of Commerce
Officials revealed that the relevant government departments were coordinating the development of preventive policies in order to prevent a sharp decline in exports, especially in the labour intensive industries such as agriculture, textile and other industries. According to recent surveys in various parts of China, the risk of improvement at home and abroad, the impact of various adverse factors have begun to appear in 2008, the pressure on enterprises has increased greatly, and the export situation is not optimistic.
Fu Ziying, Vice Minister of Commerce, said in a conference recently that China must stabilize exports of labor-intensive industries, especially to maintain steady growth of the textile and garment trade, and appropriately give time for product upgrading and industrial pformation. The government will give necessary credit loans to exporters with market competitiveness, self financing and effective export.
By the end of 2007, the Ministry of Commerce has conducted two large-scale investigations and studies on the economic and trade situation, and found that the exporters face 6 unfavorable factors:
International demand has fallen.
The impact of the subprime mortgage crisis on the US economy has directly affected the export of enterprises.
Data show that compared with last year, the first phase of the Canton Fair was reduced by 13.5% by us purchasers, the paction volume decreased by 9.9%, the European purchasers decreased by 11.4%, the paction volume decreased by 4.9%, and the turnover of textile garments was reduced by 11.4%.
The trade environment deteriorated.
In the first quarter of this year, the number of anti-dumping and countervailing investigations initiated by various countries to Chinese products continued to rise, and product safety problems also plagued domestic enterprises. It is estimated that the export orders for toys exported to the United States will drop by 2-3.
Customs statistics show that the number of toys exported to the United States has decreased by 5.8% in the first quarter, while Shandong's exports to Japan decreased by 28% during the same period.
Accelerated appreciation of RMB
。
The survey shows that the current appreciation of the renminbi has affected the export profits of 1/3, especially the long cycle of orders, the more obvious of small and medium-sized enterprises and labor intensive enterprises.
According to the 1008 key manufacturers contacted by the Ministry of Commerce, only 31.6% of the manufacturers in the first quarter indicated orders growth.
Labor costs and other production costs have risen.
In the eastern provinces, labor costs rose by 20% after the Spring Festival.
Wenzhou development and Reform Commission Statistics said that after the implementation of the new labor contract law, enterprises pay the average cost of workers, an increase of 5816 yuan per year.
Tight money affects businesses.
Textile trade firms have difficulty in obtaining loans from banks, and a large number of enterprises have problems in funds, so they are in a semi shutdown state or rely on private lending with high interest rates.
Export rebates, etc.
Policy implications.
In 2007, China reduced or cancelled export rebates for 2831 products, including clothing, shoes, bags and other labor-intensive products, in order to reduce the surplus.
Commerce ministry officials said that the policy direction of optimizing export commodity structure and changing export growth mode will not change. We will continue to make rational use of export rebates, tariffs, market entry and other means to slow down the export of "two high and one capital" products such as high pollution, high energy consumption and resources, and adopt the principle of "keeping pressure". The export of products of "two high and one capital" should be pressed, but the export of labor-intensive products needs to be stable.
Labour intensive products mainly refer to agricultural products and light textile products. The government will formulate relevant laws and regulations, increase the flexibility of policies, and prevent export ups and downs.
According to sources, the China Textile Industry Association has reported to the State Council senior officials about the current situation of the investigation, hoping to get policy support.
At present, China's textile industry hopes to bring back the export rebate rate of textile and garment products by 2%.
