Zhang Quan, a printing professional graduate of Hangzhou vocational high school who worked for 3 years in a Taiwanese embroidery factory in Jiaxing, has chosen to go back to her hometown, Changxing County, Zhejiang, and set up her own family industry independently. When the global financial crisis came, she bought a second-hand embroidery machine, and produced flower bags and other products. She also welcomed the employment of more than 80 people in her neighborhood.

At the end of the last century in the late 70s, the family industry with small commodities, agricultural and sideline products and spare parts processing all over the Yangtze River Delta had springing up everywhere.

Now, the sound of "chirp and hake" is booming again in the Yangtze River Delta, and its role in attracting employment is attracting attention.

Zhejiang Changxin plans to set up 1000 "women's" family Industrial households, and to have experts who have entrepreneurial intentions, the county also specially organized them to go to Shanghai, Xiaoshan, Jiaxing, Hangzhou and other places to connect with leading enterprises.

At present, it has successfully butted the woollen sweater sleeves, handmade beads, home textile processing and other businesses in Yiwu and Yixing.

In addition, Changxing County has also carried out skills training in sewing, weaving, toy processing, embroidery and so on.

For the technical renovation project of household industrial households, the relevant departments of the county also award 10% of the investment in the year.

Seeing the role of family industry in attracting employment, the government's efforts to foster family industry are increasing.

Enlightenment from the development of family industry in developed countries: the director of regional development of Zhejiang provincial policy research office told reporters that under the current global economic crisis, the strong vitality of family industry and its effective role in promoting employment have aroused people's concern and discussion again.

In their research report on family industry development, they put forward that the family industry in the Yangtze River Delta should be upgraded and can not go on the old road in the 70s and 80s. Government departments should particularly encourage the lack of fixed plant and large scale system equipment, and do not need a large number of household industrial projects with energy sources and flexible employment at the same time.

Fang said, some developed countries have completed the upgrading of the family industry. Their family industries are characterized by environmental protection and safety, such as high-end watches in Switzerland, jewellery in Israel, Seiko hardware in Germany, and so on, mainly from family workshops.

On the basis of the smooth upgrading of family industry, the proportion of household industry to GDP is becoming more and more prominent.

Switzerland, France, Holland, Denmark and other countries accounted for 20% to 30% of modern household industrial output, and employed 40% of the total workforce of the society.

In the beginning of this year, a proposal entitled "vigorously developing family handicraft industry to promote economic and social development and employment" was put forward by the Shanghai municipal Party committee of the Zhi Gong Dang and became a highlight of Shanghai's "two sessions".

Feng Maolun, Secretary General of the Shanghai municipal Party committee of the Zhi Gong Dang, told reporters that the family handicraft industry is infiltrating the strong traditional culture. Some of them have become intangible cultural heritage. It is suggested that the family industry in Shanghai can be upgraded to reflect the national and folk culture.

On the one hand, it can continuously satisfy people's increasing individualized demand. On the other hand, it can also become the highlight of World Expo in 2010.

The regional development prescription director of the Policy Research Office of the Zhejiang provincial Party Committee believes that quality problem is a core issue in the upgrading process of family industry. It is also possible to adopt the mode of "cooperative (company) + family", that is, the cooperative company arranges stable orders for small family workshops, and at the same time, the quality of cooperation must be strictly controlled by the cooperatives to ensure the sustainable development of the family industry.
