Recently, the State Council held a press conference on the import and export situation in the first half of 2019. Li Kuiwen, director general of the General Administration of customs and director of the statistical analysis department, said at the meeting that China's foreign trade import and export value was 14 trillion and 670 billion yuan in the first half of this year, an increase of 3.9% over the same period last year. At present, further policy measures such as customs clearance, tax reduction and tariff reduction are being studied to promote stable and quality upgrading of foreign trade.

  

For the first half of China's foreign trade achievements, Li Kuiwen believes that in addition to the import and export value to achieve steady progress, the mode of trade structure will continue to optimize. "In the first half of the year, the industry chain is longer and the added value is higher. The general trade import and export growth that represents the independent development capacity is 5.5%, representing a 0.9 percentage point increase compared with the same period last year. It is worth mentioning that the new formats of cross-border trade, such as cross-border electricity providers, are encouraging, and they also provide a new kinetic energy for the growth of foreign trade.

  

At the same time, the development pattern of regional foreign trade also tends to be optimized and expanded. Data show that in the first half of the year, the import and export of the 12 provinces and municipalities in the western region and the 6 provinces in the central region increased by 14% and 8.1% respectively, which were significantly higher than the overall import and export growth. 3 provinces and municipalities in Beijing, Tianjin and Hebei, and 11 provinces and cities in the Yangtze River Economic Belt increased by 3.7% and 4% respectively.

  

In addition, from the perspective of trade subjects, the growth of private enterprises' imports and exports has increased, and the internal driving force of foreign trade has been continuously enhanced. In the first half of this year, China's private enterprises imported and exported 6 trillion and 120 billion yuan, an increase of 11%, accounting for 41.7% of China's total imports and exports, an increase of 2.7 percentage points over the same period last year.

  

"Private enterprises continue to exert their strength in the field of foreign trade, and gradually become the mainstay of China's foreign trade growth." Li Kuiwen said that the proportion of import and export of private enterprises in China has exceeded foreign investment enterprises in the first half of this year and has become the first major body of China's foreign trade.

  

Li Kuiwen said that next step, the customs will further promote the reform of "letting go management" in the field of foreign trade and constantly innovate management concepts, modes and means. In view of the characteristics and concerns of private foreign trade enterprises, we will actively explore more specific, more targeted and more beneficial support measures for enterprises, especially in customs clearance, taxation, enterprise management, inspection and quarantine, etc., to do a good job in customs supervision and service, and create a more convenient business environment for the development of private foreign trade enterprises. In particular, in view of the large number of private enterprises and fast development in the new format of foreign trade, we need to take more effective support measures.

  

Among them, in terms of facilitating customs clearance, the 10 departments such as the General Administration of customs and the Ministry of Finance jointly issued the notice on speeding up the level of facilitation of customs clearance, and put forward 10 concrete measures in four aspects, namely, simplifying documents, improving customs clearance efficiency, improving port information level, and further reducing port charges, so as to promote customs clearance. Reporters learned that, in order to implement the port tariff reduction, and effectively increase the sense of enterprise, departments will further increase the intensity of clearing port charges.

  

According to the analysis, with the further improvement of customs clearance level, on the one hand, the efficiency of foreign trade enterprises' clearance can be enhanced. On the other hand, the implementation of the port fee reduction will further enhance the sense of acquisition of enterprises, thereby enhancing the overall vitality of China's foreign trade enterprises and enhancing the internal driving force of our foreign trade stability and upgrading.
